They are there to make sure that the shelves are stocked, to provide customers with outstanding service, and to make sure that your store is maintained during day-to-day operations. It Must Make Financial Sense

You can hire all of the employees that you want and your c-store could be running exceptionally well, but you need to remember that you are still running a business and labor costs money. You shouldn't be underpaying valuable workers, but you also shouldn't be overpaying for labor costs the c-store doesn't need. As mentioned before, it is about finding a balance that ensures you receive just enough help to keep the store running smoothly without having a bunch of employees that you don’t really need.
